Season Unending
Bring General Tullius and Ulfric Stormcloak to a peace council at High Hrothgar and negotiate which holds change hands.

- Reward: A levelled enchanted weapon if the treaty favours the side you joined
- Where: Whiterun Hold
How to start
Starts when the Jarl of Whiterun refuses to help during The Fallen; Arngeir at High Hrothgar then agrees to host the talks.
Can be missed
Holds the council gives your side drop out of your Civil War questline, and some trades block the War Hero achievement. Giving The Reach to the Stormcloaks also kills Ondolemar and ends or blocks Search and Seizure.
Good to know
Only played while the Civil War is undecided: it is skipped once one side holds eight of the nine holds or only an enemy capital is left.
