Message to Whiterun
Deliver the message to Jarl Balgruuf in Dragonsreach, act as go-between with Ulfric Stormcloak in Windhelm, then report to Legate Quentin Cipius.
- Questline: Civil War – Imperial Legion
- Given by: General Tullius
- Where: Whiterun Hold
How to start
Starts when you give General Tullius the Jagged Crown in Solitude and he hands you a message for Jarl Balgruuf.
Good to know
Balgruuf will not read the message until Dragon Rising is finished, and you cannot deliver it while Odahviing is still in Dragonsreach during The World-Eater's Eyrie. Clear any Whiterun bounty first, or Cipius tries to arrest you.
