Discerning the Transmundane
Carry his lexicon to the Tower of Mzark in Blackreach and inscribe it, then collect the blood of a High Elf, Wood Elf, Dark Elf, Orc and Falmer to open the Dwemer lockbox.

How to start
Visit Septimus Signus in his ice cave on the sea north of the College of Winterhold. The main quest Elder Knowledge sends you to him as well.
Can be missed
Septimus must live until the box is open: killing him early fails the quest. The second half only starts at level 15, when his letter arrives.
Good to know
Reading the Oghma Infinium raises all six skills of one path by five: might, shadow or magic.
